Catherine is a senior civil servant with over a decade of experience in social policy, including rough sleeping, with significant experience delivering in complex, high-profile policy and operational environments. Catherine is currently within the Ministry of Housing, Communities and Local Government as Deputy Director responsible for Communities Strategy.  

Catherine’s key achievements to date include setting up the Rough Sleeping Initiative, a turning point in Government intervention on rough sleeping, with significant investment in interventions to support people off the streets, and the ‘Everyone in’ pandemic response, which is widely recognised as a significant success. 

During her civil service career, Catherine has focused on improving outcomes and life chances for marginalised and vulnerable people, recognising the power that community can have in supporting an individual’s recovery.
